Mr Clegg insisted that “the Commons will retain ultimate say over legislation through the Parliament Acts” and the Lords would “continue to be a revising chamber, providing scrutiny and expertise”.

Dear Mr Clegg

Given that it will be elected along party lines, and consequently the whips system will apply there as it does in the Commons, how will an elected chamber provide scrutiny?

How will a chamber of elected, whipped, party apparatchiks provide expertise?
